Please explain your issue is in as much detail as possible.
Terravores apparently have access to 'organic haven' holding, which makes no sense since they can't subjugate other empires or release them.

Steps to reproduce the issue.
1. Look at terravore description

Ha! The line for the description of that civic is right above the line for Rogue Servitors.
And of course, Rogue Servitors never mentions they can build the Organic Haven holding.
