Please explain your issue is in as much detail as possible.
When a vassal swears Secret Fealty to another Empire, it's hidden on their diplomacy screen. But you still get a 'Target of Casus Belli' notification when the vassal does so.

Steps to reproduce the issue.
Aquire a very unhappy vassal that will swear secret fealty.
