Patch 3.0.1 - Civilian Industry and Alloy Foundry buildings do not increase jobs per Industrial Districts on a planet

Please explain your issue is in as much detail as possible.
After building an Alloy Foundry or Civilian Industry building on a planet with Industrial Districts, the amount of Alloy or Consumer jobs per districts are not increased and only the direct increase of the buildings is seen.
Patch notes: * * Factory and Forge buildings now add additional consumer good or alloy producing jobs to Industrial Districts and are both exclusive and planet unique.
Actual result (3/3):
Industrial Districts only add one job after creating an Alloy Foundry building.
Expected result:
Number of Alloy jobs per Industrial District is increased by one when the Alloy Foundry is present on the planet.
Notes:
- A planetary focus was not being used.
- Both Alloy Foundry or Civilian Industry do not affect the amount of jobs per district.
Steps to reproduce the issue.
Prerequisites:
1. Race that starts with a planet capital.
Steps:
1. Start a new game with any galaxy settings.
2. Once in game open the planet viewer of your Capital world.
3. Ensure there's at least one Industry District on the planet.
4. Begin construction of an Alloy Factory as soon as possible.
5. Open the populations tab of the planet viewer.
6. Check the amount of Alloy jobs are available compared to the number of Industry districts you have plus the Alloy Factory.
