Please explain your issue is in as much detail as possible.
Facts:
- Kinetic weapons are great versus shields, but bad versus armor.
- Pulsar systems turn off all shields in a system.

The bug:
Space stations in pulsar systems develop not only useless shields, but also anti-shield weapons.


I made a new bug report, because I think, that nobody looks into the old one, which is reffering to a very old version. For more information, see also:

I really hope, that this issue is fixed in the combat rebalance patch, because it is a combat balance problem. But I have lost all hope by now. If you don't want to fix it, or if your are not able to, please tell me, so I can stop, posting this every new patch.

Build a station in a pulsar system.

Small Update:

Since Toxoids, the bug got even worse.
The home-system of the toxic god disables armor.

You can guess, what happens here, right?
Exactly. Starbases develop armor modules.

you fixed it... kinda.... or .. broke it more. ;)

Your station now has shields in a no-shields-system. But it still develops anti-shield-weapons, which are kinda useless, because all other entities in said system have no shields.
