Those who already own the Stellaris: Console Edition Deluxe will be able to download this pack as part of the Deluxe Edition of the game.

Yes on Xbox it's called the Stellaris: Deluxe Upgrade Pack I imagine it would be called the same thing on Ps4 try searching for it. It's $25 USD.

Sorry no. Wish I could help you more I'm American (obviously) and I play on Xbox so I have literally no idea how the PS store works. If it is a regional thing I imagine it'll come to you sooner rather than later don't see why they wouldn't offer a season pass type option for everyone.
