Please explain your issue is in as much detail as possible.
I found the system with the fallen colony and surveyed it without any issues. Then the event chain fired and when I got the event making the fallen colony a primitive world it got unsurveyed. After that, I now cant survey the system again with it trying but then failing to do so (see attached video).

Steps to reproduce the issue.
Complete the events leading up to the fallen outpost getting inhabited. Then try to survey the system. I do not know if it is required for the system to be surveyed before it causing the bug.

Use cheats to kill all pops, it worked for me. It made the planet scannable and gave it an archeological site for the "The Grand Herald", so I'm pretty sure you can dig up the site afterwards.

Use debugtooltip to toggle the debug mode, hover over a pop on the planet and use kill_pop (pop id) to kill each of them individually
