A fleet template gets ship quantity increased on getting reinforcements.

Yes

Please explain your issue is in as much detail as possible.
When a fleet receives reinforcements, the fleet template gets additional ships. Seems it happens when reinforcements are not from the same system.

Mods are not the case.
