Please explain your issue is in as much detail as possible.
The AI will regularly move fleets back and forth between two systems instead of attacking with them during a war. This seems to be particularly common with the Federation Fleet; AI empires that attack freely when not the Federation leader are passive when they are with this behavior.

Two save examples from the same game (different times and empires, ironman game) are attached, as well as screenshot example from the second save.

Steps to reproduce the issue.
(Only mods are visual mods; Vanilla Dimorphism and Starclans Emblems)

This may be related to the Federation Fleet and/or upgrades, particularly as Federation Fleets continue to require multiple upgrades to completely upgrade, and this has occurred with 2 AI empires, both of which could act normally when not the Federation Leader.
