[2.0.2] [3fbb] gateway construction site limit

Please explain your issue is in as much detail as possible.
You can only construct one gateway construction site at the same time, but you can finish several gateways at the same time (from different construction sites). Also the "gateway construction site"-Limit is not influence by the limit on other megastructures (I could build a ring world site at the same time). This limit does not make any sense. The tooltip on the second construction ship, that tries to start a construction site, says something like "another construction ship is already performing this order", so i guess this is not intentional.
Not sure how this is supposed to work but either there should be no limit on building multiple gateways or there should always be the same limit. It does not make much sense, to have a half limit.
Steps to reproduce the issue.
- start constructing one gateway construction site
- try to add a second one in a different system (does not work)
- finish two gateway construction sites
- you can have then both finish at the same time
