SP-Art brigade: missing max speed

Only a minor thing... but in case there ever might be another DH version...

The max speed limit of SP-Art brigades is not shown correctly:

The standard text says Maximum Speed: 0, what's usually indicating that there is no max speed. The tool tip states correctly that there IS a speed max for this brigade. Seems to be the case for any SP-Art brigade for any country.

Easy too add/fix, I guess.
And it would be helpful to fix it.
Really many players seem to miss it and use this brigade for MOT and never realize that they reduce its speed by a third this way.

I reported it here long time ago.
Basically the tooltip display the speed cap of the brigade, while the main display shows the bonus/malus that brigade applies.

It becomes more evident with an Artillery brigade: just having it will slow troops by 1 and in no cases you can move faster than 7.

Really many players seem to miss it and use this brigade for MOT and never realize that they reduce its speed by a third this way.

This is especially true if you build detached brigades: if you build MOT with brigade attached since the beginning, speed is correctly displayed.

Both issues have already been fixed for 1.06:

1900. Fix Max speed for land brigades incorrectly displayed as 0 in production panel. Added Speed line when the brigade modifies speed of the unit it is attached to.
