Should the Qara-Khitai start as an administrative empire?

The tayangu wasn't a person, it was a office. The tayangu who fought against the Ghurids in 1198 was so relevant that we don't even know his actual name, not to mention he was only notable 20 years after the start date.

Most importantly, there are few records of Khitan lords.
 
Making administrative government empire-only doesn't make any sense if they really are going to add the rest of Asia. Dai Viet, Dali, Goryeo, and Balhae were all non-empires but they all had Confucian bureaucracies. It also could be the case that Byz gets its own separate type of government different from Confucian Asian states.
