Second party can take vassal through PU peacedeal with third party

Description​

When a country is in a restore union war with another country, and a third party vassalises the PU target before that war ends, the party that wants to force the PU can still do so even though the target is vassalised by a third party they have no interaction with.

Steps to reproduce​

I'll lay out the steps I took. 1. Spain got a PU over Austria 2. France pressed their claim and is now at war with Spain and Austria 3. I declared on Austria as the Ottomans 4. I vassalised Austria with the "Transfer Subject " age of discovery abilty. 5. Austria became an Eyelat through event 6. France beat Spain and forced their PU over Austria who at the time is my Core Eyelat and I even had an Alliance with France (They were in their onwn war).
