Same Class Hero Recruitment

I've seen it asked many times but does anyone know a way to lock hero recruitment to your class only?

I'm wondering if it would be possible to mod the game logic files for random scenarios by changing the same race as lord to same class.

If your class is a necromancer, you could create a mod and individually edit each Hero to spawn in only dead cities.

That, or you can define a 'Required Player Property' or 'Required City Property'. If the Dead City state requirement works, I'm pretty sure these parameters might too.
I've been applying it to the heroes for my project, but haven't really tested it.
