I think it would be fitting to give a scaling ruler death chance penalty to low mandate for the Empire of China. Say it scales from 0 to 50 mandate and is at 50% increased death chance at 0 mandate.

Alternatively (or additionally?), it would be interesting to have a scaling 50% advisor death chance penalty.

First it's quite historically accurate and plausible if we look into the histories of Ming/Qing. Secondly, speaking of advisors, it would do wonders to balance a bit better the EoC's ducat income (+23 monthly at game start).

To counterbalance, China could get 2 or 3 more provinces :)
