o When renaming the files (above bullet) there were two conflicts since the files already existed:
- leadersU74.csv - U74.csv: Compared both files to see which one should be kept. The leadersU74.csv has 7 digit IDs and we want digit IDs. The U74.csv has 6 digit IDs. Deleted the leadersU74.csv file
- leadersU87.csv - U87.csv: Same as above. Deleted leadersU87.csv for same reason.

o misc.txt - Changed Startup Retooling Time from 80 days to 4 weeks (30 days). During research an industry with need to do mock-ups and some retooling just to build experimental/concept vehicles/equipment. I had an uncle, aunt (aeronautical engineer that worked on the B-24), and dad that had worked at Consolidated Aircraft (later Convair). They said it took 3 to 4 weeks, mostly 4 weeks, from design (researched tech) to retool/start production.
o misc.txt - Retooling Time from 40 to 14 days. Same reason as above.
o misc.txt, _EV_MAX_SLIDER_DISSENT_, For moving slider before timeout - Changed from 18 to 9. 18 is too high a number for moving a slider 1 tick. 18 represents to harsh a punishment, especially for human players who want to sandbox/what ifs a country's direction (e.g. Mexico becomes fascist or national socialist)
o misc.txt, _EV_TIME_BETWEEN_SLIDER_CHANGES - Time between slider changes - Changed from 1 year (360) to 3 months (90). What if a human player is sand boxing/what if a country? It severely restricts the human player.
o misc.txt - _EV_MAX_DISSENT_FOR_SLIDER_MOVE_ - Changed from 15 to 30. What if a human player is sand boxing/what if a country? It severely restricts the human player.

o misc.txt - Penalty for artillery bombarder being attacked by enemy land units - Changed from -0.5 # 50% penalty to 0.05. Way too high a penalty for units with an artillery attachment. Why should a unit being attacked have an artillery disadvantage? If -0.5 causes a 50% penalty then the artillery attachment is zero combat effectiveness. A unit is considered combat ineffective once they are at (or below) 60%. A 50% penalty puts them at 50%, which is combat ineffective.
o misc.txt - _RV_MAX_TECH_SLOTS_ - Changed from 10 to 15. This allows UK, Germany, USA, Japan and others nations that have improved their IC above 300 to maximize their research (since _RV_SLOT_IC_INCREMENT_ is 20)

The rocket inceptors were a research stepping stone to producing turbojets. What countries mass produced any rocket planes? None.
