Raised levies opinion penalty from reformed Hellenisim

I reformed Hellenism and specifically made sure that raised levies wouldn't incur opinion penalty and yet it does. What gives? is this a bug or am i missing something?

Are the vassals in question also Hellenic?

Only Hellenic vassals won't be affect by that penalty. So revoke revoke revoke.
