I have the following problem:
I'm currently building a big prison with all different security classes. I planned dedicated sections for Min, Medium and Max-security.
As these gangs are annoying and cause a lot of trouble, I want to seperate them. For that purpose I had the following plan: Gang-members are designated as super-max prisoners and put into their own cell blocks. I have built three of those - each gang gets their own small block with their own yard and canteen.
On top of that I want to isolate legendary prisoners - for those I have built special cells including their very own canteen and yard, surrounded by a lot of guards. Their cells are even higher quality than everyone else, to make them less troublesome. They are also designated as super-max. Overall it looks like in this screenshot:
Every day when new prisoners arrive I set the cell manually for all newly arrived gang members to be in the correct block. The option to take into account the behaviour of the prisoners for the cell ratings is switched off, too, otherwise those legendaries would never be elegible for their "special" cells.
Now my guards somehow get the idea that my set-up is boring and start to shuffle my super-max prisoners. So the legendary prisoners are sent to one of the standard-blocks (Having the green leader together with all the red gang is surely interesting...), or members from the green gang are for some reason assigned a new cell in the blue section. If I try to correct it, the game is getting stubborn - I can send the prisoners back to their correct block, but once they arrive they often decide that they should be assigned to a completely different cell somewhere else.
So - why is this happening? What can trigger the guards to move prisoners around, even if there is no obvious reason? (like a damaged cell or something like that.) And how can I stop this annoying behaviour? Because as long as this is happening, my whole strategy for those gangs is useless.
