Prisoners being cuffed in the cell stuck

I have ran into the problem where my prisoners get cuffed by the game in their cells and them not being able to move. These prisoners in turn didn't have any punishments or anything on them.

I might assign a punishment and end it to see if that fixes it.

Are you using cell quality? When a prisoner is not eligible for the lowest level of cell you have available they get stuck like this, unless they can be taken to a holding cell.
