Petain HoS of the social-liberal France?

USA run, I'm successfully liberating Europe and I'm freeing European countries even before war is over. Spain, France, Euskadi are free, but HoS of France is Petain and HoG is Darlan, even thoug France regime is social-liberal

Is this a bug? Have I breaken the game by not waiting to defeat Germany before freeing countries? Can I fix this? It's quite killing the immersion...

If you're playing vanilla, there's a FRA liberation event keyed off of GER losing. I don't know which descriptor numbers correspond to which individuals off hand, but minister adjustment seems to be baked in:
