People arent moving in houses

Hi,

I created some new parts of my city and people arent moving in houses. I got big demand for all 3 density zones so I placed some then houses was build but no people moved in.

Anyone have idea how it is possible? I got around 4k free workplaces in city but people still no want to move in.

I have that problem especially in part around the airport which is the newest in city. People can get in that part by train from 3 parts of city.

Now people from low density are moving out and houses are demolised. I got half of line at low density demand and noone still moving in.

I had not till now. Idk what changed in my game but I struggle now about low density and high density moving in.
