To load transports you must.
1. Wait until the transports have reached their maximum ORG (If I Recall Correctly IIRC).
2. Select your paratroopers and right click on the province they are in. This will bring up a popup msg which you should click ok.
3. Make sure you only load the transports when you are ready to fly them and when the paras have max ORG. That is because they begin to lose STR and ORG while in the planes.
4. You will need to make sure that you have 1 Trp Squadron for each para divsion and you will need to load each stack of paras individually.
5. Select the trp planes and CTRLrightclick on the target province and select paradrop.
That should do it.

Important matters while using paratroopers:
- once paras are loaded in transport planes, they can be unloaded (paradroped) only when these transports have maxed their organisation
- it applies to your provinces as well as to enemy ones
- be sure your paradrop mission is not intercepted by enemy planes (not only fighters). They'll loose organisation and thus won't finish paradrop mission. They'll return to their base (where they flown from) with significantly lowered organisation. With paras imprisoned inside planes, therefore loosing their strength and organisation.
Combat tips:
- use paras to take empty or bad protected enemy provinces, rather than puting them in heavy battles (without adequate support from land, cause paras suffer sever penalties while attacking from skies)
- they can speed up conquer of low infra, swampland or mountain provinces. They can save you weeks
- cause paras might have organisation well above 100, be careful when using them. Attacking province where you have no land connection to could be lethal, when encountering strong enough opponent. You might loose your paras quite easily.
