One player in our multiplayer session is always lagging behind for several days and the game is getting slower. Problem gets worse with the game progress. He don't have any of those problems in single player and all of us have fast internet connection. What can we do to fix the issue or to localise problem?
 
Is the person in a different country than you? This can be a very common problem with internationally hosted games.

One thing most multiplayer groups do is to keep the map small. Our group and many others stay on small or medium maps to help keep the lag down. Also consider reducing habitable worlds, AIs, slowing tech progression or just making the crisis come sooner, but weaker.
 
Do not listen to ppl who are referring to PC specs.
This can be fair only if specs are REALLY bad and a player lagging behind even struggles in singleplayer with like 30 FPS on a medium map.
We had the same issue with my friend, who has Ryzen 3900Х and 3080 - he was falling behind badly in a 3-man multiplayer. At the same time we had no issues at all playing other mp games.

The only solution that helped - he turned on VPN. From the same city - so he actually did not even change location, just different IP.
And lagging behind gone completely.
