I created a new island plot, and I quickly realised I did not receive the power stations or water stations, I did move the deliveries but only after everything was imported.
After I placed a power station, I received the "free" one I was supposed to get, so I paid for one and received the free one.
Steps to re-create:
Create a new map (only tested with island plots)
try place a power station or water station, it will say you don't have any in stock
