Does anybody have the NTL patch for 1.04 or can someone show me how to modify the exe for Victoria 1.04

If you want to patch manually with a hex editor you can search for the following byte strings:

Victoria No Time Limit exe hack:
start year: 2B 07 88 5C (2B 07 = 1835)
end year 1: 82 07 88 5C (82 07 = 1922)
end year 2: 81 07 00 00 F4 01 (81 07 = 1921)
Patchers usually make end year 1 and end year 2 the same value.

But I do not know what to edit the values to what should I do?

Unless you need a very extreme end date you should just used the patcher that I linked to. No manual editing needed.

That's exactly what the original poster quoted. Unless you need an end date after 1999 you can just download from that link.
