No people in my city

I had the built in unlimited money and unlock everything mods active, I built houses everything but there were till no people in my city, I played for about an hour and a half nobody ever moved in.

It wasn't anything out of the ordinary.

Sometimes it's something very obvious but other eyes than yours can spot it...

I've never had a problem till I activated those mods which must be bugged.
