I think what you are asking about IC can be put some perspective by going back for a minute and discussing naval OOB.

First as above posted 33 ships for 51 countries out of now 54 world-wide (three are land locked, Kazakia, Tibet and Turkmenistan.

Only nine are capital ships.
Also consider once I list some starting IC’s that these IC’s are more potent than vanilla, as ship contruction cost less, by time and some by IC (this compounds to be significally cheaper).

Day one, 1683 ships start across the world. About 1/3 are capitol ships.
One year later, there are 1676 ships world-wide (in this last hands-off test game the pictures above go to)
Yet, in looking at the roll call of sunk ships for the first year it is a whopping 680 ships sunk worldwide (lots of wars) and more than 1/3 sunk are capitol ships.

Now admittedly, those ships are replaced some 673 and were by far mostly destroyers and transports, with a few capitol ships and a few subs. Only stronger countries can replace capitol ships.

What is happening, is some get hammered, bad luck on the high seas etc. And not all countries even replace because of deep loss of IC’s, budget cuts etc. War emergencies or build que priorities put ship building further and further down the build que.

Now most importantly, how are these ships sunk?

In the first few months, it is ship to ship 50% and 50% by Air. Later in the year it gets to 80% sunk by Air. But the transport will get through to invade more and more because of fewer capital ships, some losing their fleets almost entire but replace them first with destroyers and transports. Also I beefed transports defense against air.

If you lose your fleet, expect to be invaded by sea within the next few months. Twice over if your Nav Air falls behind as well.
