Version 1.02.11:
- Major Rebalance of Buildings (AI were building level 10 forts everywhere)
- Fixed Ancient Regime modifier so it can be removed only once
- Added in unactivated (dead) French Generals from original Vanilla start date

- Added decision to release almost all minor states as vassals if you own capitol (AI will not do)
- Added Prussian Landwehr modifier to the "Prussian Military Reforms" decision, +25% manpower
- Added events for the Marshals of the Empire, 1% tax to provinces where their titles were awarded (Flavor Only).
