First off I cant seam to sail my fleet from the south of France around Spain in to the med. the min range of any of my ships is 2500km. i can sail down to north Africa and back but every time i try to go in to the med i get a message saying my that my destination is out of my ships range.

second from the south of France i can invade Africa but not Gibraltar?

why can i build in some areas i have conquered but not others? I have all of france but cant build in the med? put i can build anywhere in poland?

Use "rebase". Also, are you at war with whomever controls Gibraltar?

Gibraltar doesn't have a shore you can land on, unlike many other coastal provinces. Airborne assault or straight land attacks work normally.
