Nationalist China put an embargo, cutting off Siamese rubber. Is there a way to have mitigated against this? Perhaps this a reason not to send an attache to Japan, but china instead?

Embargo are out of control and unrealistic.

Of course I utilize synthetic rubber. Losing sixteen rubber still hurts, plus Vichy France loses rubber too.

Some mechanics need be tied to a country "awareness" that theyre poor, small or in trouble(war against big IC countries). Big countries utilized embargoes, not Cuba, or even worse China or Ethiopia at war begging for help for entire world.

I wouldn't be surprised if an attache to Japan is why all the Chinas like to slap embargoes on my Germany at various points in the game. But I am not always clear on what the AI is doing sometimes.
The easiest way around this is to war dec Dutch East indies and take out the Netherlands so they capitulate. And then you do not need to worry about rubber any more.
