Multiple building of the same kind in the same state

A small question: will it be possible to have separate building of the same kind in the same state?

For example instead of a single level 2 barrack having 2 level 1 barrack to be able to differentiate the battalions with different specializations?

It could be crucial for populous and advanced single state countries, also for industrial production: imagine to be a rich italian or german minor country and not being able to produce both standard and luxury clothes because you are limited to a single state and you cannot use both production methods at the same time in your single multi-level factory.

Based on the dev responses in the last dev diary, it seems like buildings don't have levels, instead you just build more of the same building. You can then designate how many of that building have a certain production method, thus tailoring your army. I doubt the game will track this on a building level. Instead you could have 5 barracks in a state, allowing you to designate at most 5 production methods as cavalry or what have you.

Has that been changed then? Because I remember in the dev diary about capacities (I think), the government administration building got a 2% bonus to throughput for every level the building upgraded.

That's not how Luxury production works. From the Production Methods Dev Diary:

"Refining: reduces output of typical goods in favor of output of specialized or luxury goods, sometimes adding a special input"

That's 'reduces', not eliminates. There are no dedicated luxury clothes factories - rather clothing industries can dedicate part of their production to luxury clothes, but will still mostly produce regular clothes at the same time.

Buildings do have levels which increase when you expand it. Higher levels gives increased throughput.

Thank you for the clarification. But to the OP’s question - could a one-state minor build two barracks instead of one at level 2 in order to have two different blueprints? Or can a level 2 barracks produce two different types of battalions?
 
Probably not much specialisation if you're a one-state country, and that seems fine, mostly. It's at least a realistic limitation that economies of scale from specialisation aren't going to be as available within a tiny country and you'll need to trade.
