Is there a mapmode that allows you to see all provinces with the monuments that are in game ?

yes - with the new 1.31.5 beta under geographic mapmodes. There is also an overview "great projects" under the statistics already in the current official patch - but there should be defnitily something in the macrobuilder as well. (And an alert when a monument is upgradable)
