An Alternative post-WW1 Mod for Darkest Hour

During WW1, what if:
  • The Ottoman call to Jihad was a success...?
  • The German Military Mission to Afghanistan led to Indian independence...?
  • The Spanish intervened in the Mexican Revolution...?
  • France became communist and the USSR continued to fight...?
  • The Japanese acquired part of Siberia during the Russian Revolution, but was kicked out of China and Korea...?
  • China itself was split in two: the north became communist and the south became Nationalist...?
  • The British Empire was dismantled...?
  • And, the Hapsburgs signed a separate peace...?
Well, that's what happened in the alternative history context for Mod21.

About Mod21

Mod21 is an alternative history mod currently being created for Darkest Hour.
Mod21 takes place in the year 1921, shortly after an alternative end to the First World War.
Mod21 aims to have a minimum number of forced events and is built on a map where each country is surrounded by potential adversaries and intends to become a "total war" mod for Darkest Hour.

There are two scenarios for Mod21:
  • The 1921 Start Date Scenario with 27 Countries; and,
  • The 1933 Scenario with 21 Countries
Mod21 uses the Cold War Technology Tree (CWTT) which has successfully been tested to work with the mod;
Both scenario maps have been created, and screenshots have been shared below.
The lack of small countries in Mod21 is intended to create a "total war" type scenario for Darkest Hour.

The "total war" concept of the mod is all-out war, similar to the "Armageddon" and "Doomsday" scenarios from Hearts of Iron 2.
In this case, each country will have enough starting resources, provinces, and core province claims, to get them through the war -- but so will their adversaries.
Having said this, conquered provinces -- if they're not cores -- will likely need to be garrisoned to prevent partisans since dissent will be adjusted to be a major problem in occupied provinces.
The reason is because: Mod21 does not intend to have puppet states available!

Notes on the scenarios:

  • Mod21 intends to present a scenario with multiple USSR-type military factions;
    • That is, plenty of manpower to continue fighting;
    • No more just running over neighbouring countries with ease;
    • (that's a primary objective with Mod21: to prevent easy victories);
  • The scenario map has been deliberately designed for the AI countries to produce large armies which it can sustain);
  • Admittedly in some cases countries will be "easier," yet in each case the countries will have unique strategic opportunities and challenges;
  • For instance, if a human controller of Japan in Mod21 has difficulty fighting in Asia, then Mod21 has been a success;
  • While the 1921 period might seem "too early" for a scenario, since the date is fairly far from when nuclear weapons are available in Darkest Hour, the scenario will offer plenty of war fighting opportunities without airplane bombers and nuclear weapons;
    • And it's worth mentioning that the war doesn't necessarily have to start in the 1920s. The human can build for a decade -- and they might want to if they're Indochina, for instance -- however the AI may likely declare a few wars in the '20s, with '33 definitely setting off WW2;
  • Early theaters of war will likely be the Americas, Africa, and England, as these factions struggle for control of their core claims.

Minimum events; Maximum Decisions

In order to streamline the scenario's performance thereby enabling a rather open-ended strategic scenario, Mod21 is being designed to have minimum events.
There are decisions, however, and there are a few unique ones for each country, while the rest are all quite similar (such as strategic resources).
For instance, instead of forcing wars, decisions will be created that give the human an opportunity to decide when they want to go to war to acquire their core provinces.


Locked Governments; Altered Slider Modifiers
----------------------------------------------------------------------------
  • One of the most important factors in Mod21 is that each country has assigned governments which subsequently have to conduct their war effort according to that country's particular government's attribute;
    • Therefore government sliders are locked;
  • If a particular government is not preferred, then choosing a different starting country is suggested;
  • Additional slider modifiers are also being modified and will be activated by decisions;
  • In other words: policy sliders are redesigned in such way as to function by decisions available in the decision menu, and not once or twice-per-year;
    • In this case, some policy sliders may be moved multiple times, in multiple directions, depending on the circumstances and the respective penalties and bonuses.
  • Notably, each government type has assigned attributes, such as:
    • Allied countries (Liberal Democracies) cannot declare war unless an ally has been attacked;
    • Therefore the Allies will have a more defensive strategy and relevant attributes from the slider modifiers;
      • ... and each Alliled country is located in a region that has an adversary with core claims on its territory.
  • While Axis governments can declare war, they suffer a significant dissent penalty from occupied provinces, whereas others do not;
    • For instance, the Islamic Caliphate will have to keep a single division on each occupied province if it is not a core, because dissent will be very high in non-cored occupied provinces;
      • Again, puppets will not be available!
  • Allied countries will be a balance of both, however each will be unique in its own way;
  • Comintern countries will also experience very high dissent in provinces that are not cores;
  • Each country has been designed to have significantly unique attributes and penalties which can be adjusted by decisions that move the policy sliders;

A Note on Puppets

Puppets will not be available!
Questioned for a while whether or not puppets will be permitted, since the scenario is built as an all-out war type scenario, and decided against puppets.
Mod21 is being designed to focus on Darkest Hour's war strategy aspect, and each country (faction) will have to make due with the core provinces it starts with, and not rely on support from puppet regimes.
Hence why the countries have core provinces that cover continental regions.
Controlling provinces outside core provinces should be challenging.


Purpose of the scenarios
-----------------------------------------
  • The purpose of both scenarios is to create a challenging strategic environment where pretty much each country is balanced against its neighbours in a "total war" type scenario;
  • If the countries are not balanced at the start of a scenario, they likely will be if/and/when they acquire all of their core provinces;
  • The alliances were designed so that if one country declares war on another, then the allies supporting the independence of the attacked country are likely to join;
  • The map has been designed so that each country borders a country from an opposing alliance;
  • In other words, each country is surrounded by potential opponents from another alliance bloc!
A decent example here is the USSR:
  • Each of the countries bordering the USSR have different government types and are therefore potential adversaries (Communist China is a wildcard against Russia because it will have core province claims in the USSR);
    • In other words, even though the USSR and Communist China are both from a similar alliance bloc, the USSR has provinces that Communist China claims;
  • A similar case with Germany, the Islamic Caliphate, and so on;
    • The Islamic Caliphate is an interesting one because it has claims on pretty much every other country: Spain; Russia; India; Danube Federation; African Republic; and, Indochina.
  • Most importantly:
    • The Islamic Caliphate has core claims in the USSR ... So they might be joining Axis Germany against the USSR....

Since the mod is currently in production, decided to share some images of the 1921 and 1933 scenario maps in case folks in the Darkest Hour community are interested in the concept for Mod21.
Mod21 1921 Asian Theater:
  • Note that Nationalist China is surrounded by potential adversaries and will likely find itself on the defensive because it cannot declare war;
  • Communist China in the north (Manchuria) will likely have an event to trigger a war against Nationalist China to the south (one of the few events in Mod21);
  • Indochina starts off with plenty of resources and manpower, but lacks IC making it potentially very powerful in later years;
    • Indochina and the Islamic Caliphate are likely to war with India;
  • Japan's starting IC is comparable to the two China's and India, therefore Japan will have quite the challenge invading continental Asia;
  • Finally, Spain has the Philippines;

  • The Islamic Caliphate is in the northeast and is the largest of the three African factions;
  • The African Communist Republic is in the west and is comprised of former European colonies recently united;
  • Rhodesia (African Federation) is in the south;

  • The Islamic Caliphate starts the 1921 scenario with just under 80IC;
  • Notably, the Islamic Caliphate has core claims in Africa; India; USSR; Danube Federation; Spain; Italy (Sicily); and, Indochina;
    • Therefore, the Islamic Caliphate will likely be on a warpath during the entire scenario, and potentially fighting against everyone at some point;
  • In this case, the Islamic Caliphate is like a Nazi Germany but in the southern region;
  • Also note that the Islamic Caliphate controls a fair amount of oil regions;

Mod21 1921 European Theater:
  • The alliances based on similar government types are:
    • Scandinavia, Danube Federation, England;
    • France, Russia, Ireland;
    • Germany, Italy, Scotland;
  • Note that England, Scandinavia, and the Danube Federation will not be able to attack but will likely defend one another if attacked;
  • Scotland is the aggressor in the British Isles which will be challenging since England has more IC and manpower, although Scotland does have cores on England;
  • Danube Federation has cores on Turkey which can make it create the Byzantine Empire and is the only country it can declare war on;
  • Note: Germany and Italy willy likely attack the Danubian Federation if/when it goes for Turkey -- that is, of course, if the Islamic Caliphate doesn't declare war on them first;
  • Also note that the Allies and Comintern friendship does not exist in Mod21 as it did historically;

  • Gran Colombia, Portuguese Empire, and Argentina each have cores on all of South America and are members of different alliance blocs;
  • This region will likely experience a war in the 1920s so that it can form a large adversary for an eventual WW2;

    • Quebec and the UCS (central USA);
    • USN and USA (Western Canada and USA with eastern USA);

  • The Spanish Empire has all of Mexico, half of central America, and Spain, and may find itself at war with all of the American states that have borders with it -- in addition to France!

The 1933 scenario begins with major changes in North America and South America:
  • In North America:
  • (Note the borders are mostly along rivers and mountains)
    • The USN acquired Quebec and then the USA joined the USN;
    • The UCS inherited the CSA;
    • Spain inherited most of Louisiana and the rest of Texas from the CSA;
  • In South America:
    • Argentina and the Portuguese Empire have been defeated;
    • The Communist Gran Colombia has all of South America, except for Panama which the Spanish Empire now controls;
    • Continental Portugal (and its islands) was annexed by Imperial Spain when it lost in South America;

World War One (WW1) begins as it did historically, yet midway through the war significant events occurred that are different from history:


Indian Independence
-------------------------------
  • The German Military Mission in Afghanistan was successful and the Afghan/German army invaded India;
  • The invasion took an unexpected turn, however, when the Ghadr Independence movement used the invasion to gain popular support for Indian Independence against Britain;
  • Consequently, the British Raj military mutinied against the British, and -- likely as a surprise to the Germans -- quickly solidified control over India and began to push back the invasion force from Afghanistan thereby creating a federal India, similar to the Scandinavian and Danubian federations.
In Mod21, India is a newly independent country that is associated with the Allies bloc that has potential adversaries in the Islamic Caliphate and Indochina.


Rise of the Islamic Caliphate
------------------------------------------
Historically, the Ottomans declared a jihad against the British to attract popular support, yet this declaration did not gain momentum.
Not this time...
... this time, in the Mod21 scenario, the Ottoman declaration of Jihad progressed in an unexpected direction.
  • The Jihad the Ottomans declared during WW1 continued to gain popular support as, one-by-one, the European armies were beat;
  • As a result, from Turkey to Somalia, and from Libya to Persia, a newly formed Islamic Caliphate exists at the start of Mod21;
  • Again, keep in mind that the Islamic Caliphate is surrounded by enemies, therefore declaring war on one neighbour will result in war with other neighbours.
As Mod21 begins, the Ottomans have been transformed into an Islamic Caliphate that has provincial core claims on every one of its neighbours and may find itself at war with any one of them at any time -- or all at once.


Birth of the Indochinese Communist Union
--------------------------------------------------------------------
  • Seeing the European colonies fall one-by-one from India to Africa, the Siamese King swiftly invaded Malaysia and Vietnam setting off a massive populist revolt under a communist ideology;
  • By the time the communist forces arrived in Singapore, the Indonesians broke from the Dutch and offered support to form a broad Indochinese communist union;
  • At the start of Mod21, the newly formed Indochinese Union's capital is in Singapore, and they control the lands from Thailand all the way through Indonesia and Borneo.

Two China's Emerge
--------------------------------
  • As the Chinese Republic was successfully formed in the south, a Communist regime emerged in the north.
    • Notably, the northern communists were able to push Japan from the continent;
  • As a result, Japan starts the 1921 scenario fairly evenly matched in Asia in terms of IC;
  • And of course, because the Japanese allies arguably failed in the First World War, Japan's democracy was overthrown and the Imperial Regime restored;
At the start of Mod21, Japan has comparative military strength with its neighbours, but with a similar WW2 trajectory.
In other words, in Mod21's WW2, Japan will not have an easy stroll through China...
... then again, no one will.

Mod21 begins with a Communist China in the north (Manchuria and Korea) and a Nationalist China in the south.
Each of the Chinas have comparable IC.


Death of the British Empire
-------------------------------------------
  • Awe-struck by the combined rise of a global Jihad, an emerging unified India, and a communist revolt in Indochina, the British Royalty quickly found themselves without popular support at home;
  • Therefore, instead of Russia bowing out of WW1 as happened historically, in Mod21 it was the British;
  • The British Monarch abdicated, giving rise to an independent Scotland and Ireland, and an exit from the war;
  • In Mod21, England has adopted the Chartist agenda and does not want any war.
Mod21 begins with the possibility of Scotland as an Axis country controlling the British Isles during the campaign.


The ANZACs form Australasia
----------------------------------------------
  • With the collapse of the British Empire, and having sent so many soldiers to die for the British war, the Australian and New Zealanders wanted nothing to do with Britain;
  • Upon returning home from the disastrous war, the commanders of the ANZAC took control of Australia and New Zealand and form a new combined state;
  • As a second world war approaches, it's likely that Australasia will find itself on the same side as Japan against the continental Asian powers;
Mod21 begins with Australia and New Zealand as a single country under a military government, with provinces that Indochina claims.


Austria Betrays Germany; No Russian Revolution
--------------------------------------------------------------------------
  • Once Serbia was swiftly beaten by the Austrians, the Italians began negotiations with Vienna;
  • Here, the French also secretly participated;
  • The French convinced the Italians to support their war effort against Germany in exchange for a deal with Austria;
  • An agreement was signed, and Vienna gave Italy their northeastern core provinces;
  • As a result, Austria exited WW1 having taken care of their problems in the Balkan region and settling their dispute with Italy;
In Mod21, Austria's separate alliance in the war will be the reason for the rise of Hitler in 1933.


Birth of Danubian Federation; Unification of Scandinavia
------------------------------------------------------------------------------------
  • Quickly after exiting the war, the Hapsburg Crown put together a plan to Federalize their empire with the intent of attracting Romania, Greece, and Bulgaria into a single federation.
  • Almost simultaneously, the Scandinavian countries of Denmark, Norway, and Sweden began negotiations to form a federation in order to provide better military protection along their borders.
  • As the war progressed in Europe, the negotiations were finalized, and as the Balkan region formed a federation under Vienna, Scandinavia did similar under Stockholm.
Mod21 begins, the Danubian and Scandinavian Federations within the Allies bloc.


The War in Europe
---------------------------
  • Similar with the events of history, Communists took over Russia...
    • ...yet they did not stop there;
  • Midway through the war, as Britain bowed out, communist movements erupted in Russia, the Netherlands, Belgium, and France;
  • Consequently, Austria was out of the war and a combined communist force surrounded Germany and was refusing to quit;
    • Germany soon found itself at a stalemate between two fronts: one in Russia, and the other along the western border;
  • While the Germans made gains in Russia, they were unable to make a breakthrough in the west;
  • In order to prevent the collapse of the German state, the Kaiser eventually agreed to a truce with the communists.
Mod21 begins with tension in Europe, and an eventual path for the rise of Hitler and an aggressive Germany.
... But this time, in Mod21, Germany will find itself surrounded by fairly significant adversaries.


Spanish Empire Reborn
------------------------------------
  • During the Mexican Revolution -- around the same time when the war in Europe began -- the Spanish King made a clandestine agreement to provide support for the struggling Mexican government in the midst of their revolution;
  • With the aid of the Spanish military, the Mexican Revolution was quickly subdued;
  • And as the American military was being sent to fight in Europe, an Imperial Spanish military was gaining power in Mexico;
Mod21 begins with a Spanish Empire from Spain, to Mexico, central America, and in the Philippines.


Mexican-Spanish conquests in America
----------------------------------------------------------
  • As the war dragged on in Europe and more and more American soldiers were sent to die in the trenches, the newly declared Spanish Empire conducted a surprise military invasion of the United States, from the Mexican border;
  • Since many American citizens were angered with Washington by the seemingly never-ending war in Europe, instead of fighting back against the Spanish invasion, many American states took the opportunity to breakaway from the Union;
  • As a result, what was once one United States of America became four contentious regional countries.
Mod21 begins with the newly formed independent American states created, yet not ready for war.


Gran Colombia Emerges; South American borders redrawn
----------------------------------------------------------------------------------------
  • With chaos emerging throughout the world, war broke out in South America as the former world powers were unlikely to intervene;
  • During the South American conflicts, a Communist Gran Colombia was formed by the merger of Colombia, Venezuela and Ecuador;
  • Argentina eventually conquered Chile and Paraguay to form a defensive republic;
  • Following their Spanish neighbours, the Portuguese reestablished their empire by joining with Brazil.
Mod21 begins with the three South American countries being members of opposing blocs, and each with core claims on all of South America.


The Breakup of the American Union; Birth of Quebec
--------------------------------------------------------------------------------
  • Once New Mexico, Arizona, and parts of Texas fell to the invading forces, the newly formed American states made separate peace agreements with the Spanish Throne;
  • Meanwhile, in the north, with the death of the British monarchy Canada was without a head-of-state;
  • As a result, the Western regions decided to join with a newly emerged Federation of North American States (USN), while the eastern Canadian provinces joined with Quebec.
Mod21 begins with an independent Quebec that is weaker than its American neighbours, although backed with the support of Communist France.


An African Communist Republic Emerges in the West, Along with an African Federation in the South
----------------------------------------------------------------------------------------------------------------------------------------------------------
  • With the seemingly unstoppable forces of the Islamic Caliphate making relentless progress into Africa, and with the European powers caught in conflict, the colonies in the south of Africa joined to form a defensive federation looking to eventually have to fight the Caliphate invaders and unite all of Africa;
  • On the other hand, in Western Africa a communist union was formed among the northwest colonies in an attempt to be able to work out a peaceful arrangement within the continent.
Mod21 begins with each of the African countries having core claims on the entire continent.


A European Socialist Union is born in France
------------------------------------------------------------------
  • In the midst of the war, liberal democracy became a nuisance in France and a communist uprising occurred;
  • Although the French people were at first skeptical of their communist overlords, eventually seeing that the Germans were unable to breakthrough into their country, the French began to praise their newly formed communist government and a European Communist Union emerged;
  • Seeing the power of the French communist state hold strong against Germany, the Benelux countries (Belgium, Luxembourg and Holland) joined with France.
Mod21 begins with an European Union (the European version of the USSR) as a single country consisting of France, Belgium, the Netherlands, and Luxembourg.


The End of the First World War
-----------------------------------------------------------
  • In Europe, the Germans eventually agreed to a truce with the communists (that now surrounded them) in exchange for the acquisition of Poland, which was much less than their original desire to acquire the Baltic States, Belarus, and Ukraine;
  • In France, considering the Germans were unable to invade, the nations of Belgium and the Netherlands looked to France for protection and the UES was formed (Union of European States) similar to the USSR.
  • Shortly before the beginning of the Mod21 scenario, the French and Germans agreed to truce, in exchange for the French recognition of the German acquisition of Poland, and the German recognition of the French acquisition of the Benelux region.
Mod21 begins with France in control of the Belgian and Dutch territories as cores, while the Germans have Polish territories as cores.

Note: in the 1921 scenario Germany has core claims on the Baltic countries. However, in 1933 when Hitler comes to power, Germany will have core claims on Scandinavia; Austria; Bohemia; Belarus; Ukraine; Belgium; and, the Netherlands... While that seems like a lot -- they'll first have to acquire them.


1933 and the Second World War
-------------------------------------------------
There will be a few arguably forced events in the Mod21 scenario, and they will occur to trigger some wars for the AI, while being available as decisions for the human.
One of the major decisions is Hitler rising to power using the betrayal of the Hapsburgs as a means to acquire popular support;
Here, Hitler will argue that it was the betrayal of the Austrians that led to the German stalemate in WW1 -- again, the Germans were technically not defeated.

Additional "forced" events in Mod21 will include:
  • Hitler in Germany;
  • Mussolini in Italy;
  • Imperial Japan in Korea and eventually China;
  • Communist China and Republic China;
  • Indochina and Australasia;
  • and the Islamic Caliphate against probably everyone at some point;
    • Interestingly, since the Islamic Caliphate has core provincial claims on many countries, their declarations of war might be unexpected.
However, unlike the historical WW2, in the WW2 of Mod21, the Germans will be up against incredibly difficult odds; Italy will be without colonies and have to combat an Islamic Caliphate if it wants Africa; and Japan will be faced with a behemoth adversary in Asia.

  • As of August 3, 2021, the base for both the 1921 and 1933 scenarios is complete;
  • The relevant ministers, tech teams, and scenario OOBs (Order-of-Battle) need to be completed;
  • Graphics also need to be created;
  • Notably, the Cold War Technology Tree (CWTT) has been successfully added to Mod21;
  • And of course, the relevant AI files need to be updated and in some cases written entirely.
  • The terrain modifiers that are intended for Mod21 will probably be introduced in a second version, while the first version will use the standard Darkest Hour terrain modifiers;
    • Eventually, Mod21 intends to have terrain modifiers so that fighting in mountain and jungle provinces will be incredibly difficult for the attacker;
    • Therefore, using the required division in the appropriate terrain will be a necessity;
  • Since Mod21 is not heavily reliant on events and intends to implement a "total war" type scenario, and recognizing that many countries will need to build-up and prepare for war, Mod21 can be considered a relatively open-ended alternative history mod for Darkest Hour with minimum events and maximum war preparation and war fighting;
    • Here it's worth mentioning that Mod21 will begin with each country's military being fairly weak and unable for initial all-out war war in the 1921 scenario;
  • Therefore, the early 1921 start date will be necessary to buildup, especially in the case of Japan (with ~50 IC) and India (which has ~50 IC) and the Caliphate in particular which do not have enough IC required for their potential war operations against numerous adversaries simultaneously.
Concerning war decisions, these will be revolved around the following theaters of war:
  • Unification of South America;
  • Unification of America;
  • Unification of China;
  • Unification of Africa for the two African countries;
  • Unification of British Isles (Scotland aggressor);
  • Defense of Quebec (French in America?);
  • Islamic Caliphate (against everyone?) conquest decisions;
    • Again, the Islamic Caliphate has core claims in the Caucasus and since it is in the same alliance bloc as Germany, it may initiate a surprise strike in to the USSR in the case of war between Germany and the USSR;
  • Claim Anatolia and form Byzantine Empire for Danubian Fed;
  • And of course, the semi-historical Italy, Germany, and Japan WW2 paths;
    • Here, Germany will acquire cores in the USSR once Hitler comes to power;
    • And, Japan will acquire cores in Korea, Manchuria, and Indochina at a certain point;
This thread will be updated and Mod21 will be shared here in full once the scenario has been tested to be fully functional without errors.
