This mod simply change some empire settings
It work, but i don't know yet if modifications are good or not...
Modified parametres:
Settings / Player Empire - Globals Settings :
Max New Planet 3->5 (start with 5, and had more later but i don't know how yet)
Max Traits Per Planet 4->5
Max Requisition Slot/Row 3->5 (more choice for requisitions)
Starting Favor 50->300 (to start with some requisitions)
Produce Unit Favor Multiplier 0.5->2 (so few direct buy for requisition i think, you should buid them)
Empire Level Settings :
