I've done a bit of looking into pre-1914 Austro-Hungarian ministers, and come up with the following list. The start date of a few existing ministers should also be changed - Berchtold and Bilinski to 1912, Conrad to 1906, and Haus to 1913. Also, I don't have any suggestions as of yet for traits.

Well done on the Austro-Hungarians.

Heads of Government can be Undistinguished Suits.

Goluchowski, tried to keep on good terms with the Russians and should be a Great Compromiser; Aehrenthal something more strident.

Kállay served for twenty-one years - he can be an Administrative Genius; Burián, no idea.

Finally, Beck-Rzikowsky can be an adherent of the School of Manoeuvre given that he envisaged a great flanking operation against the Russians in Poland in the 1880s.
 
I've attached a revised Austro-Hungarian minister file, which includes the revisions outlined above. I noticed there was a post-1916 Armaments Minister entry for Burian, so I just moved that entry's start date to 1903 (Burian was Finance Minister twice). The file has been tested & I think everything is working properly.

Very impressive, einstree! :) Was von Sterneck still the Chief of the Austro-Hungarian Navy at the start of 1897 (i.e. until his death in December)? If so, I'll have to amend the Austro-Hungarian minister file & 1897 setup (I had von Spaun as the head of the navy at the start of 1897).

I think, Admiral von Sterneck kept his office before he died at december. :)

Belgian ministers

If have done some recearch and i can provide an almost complete list of possible ministers for belgium from before 1918.

Catholics are the historical one's and are for Democratic or authoritairian, right-wing governements. 1897-1918 were all Catholic governements.

Liberals and socialists are ahistorical and should be left-wing democratic.
These gouvernements should be Lib-soc coalitions because of the catholic dominanace in politics
Socialists are also the ministers for Left-wing Authoritairian gouvernements.
