Military Control Bug

I was playing as Italy, and Romania joined the Axis Alliance.I did Diplomacy on Romania and assumed Militaryy control of there forces.I noticed i could NOT Merge any of there divisions into a larger force...The merge button was greyed out.Also apparently the AI would also move there troops at the same time as i was trying to move them.Quite frustrating acually.

The merging units is a whole different probelms and there is bug about that. On the AI moving units you control, do you have a saved game by any chance?

I have the same problem, my Hungarian Allies seem to have some translation problems with my 'complete' access of their military. The 'solution ' here is to strategically redeploy or upgrade them (to Germans ) however, this seems kinda wrong. King, btw, aren't you not supposed to be able to upgrade infantry units?
