Making leaders

I don't if it's the right place for such question but maybe it will suit here.
I'm wondering if there a possibility of making leaders for countries wich doesn't have a leadres file?
For example nation such as Novogrod doesn't have such file.

You can make your own leader files. You need to copy notepad file(any country leader file) and to change it name. For example, i copy file called leaders.eng, paste it and change name leaders.nvg. Than write leaders for Novgorod with free ID number. So, thats all.
