Hi Paradox,

so with Leviathan you added the option to expand infrastructure and this feature has several issues.
At first u might look at the boni and say increased governing costs are fine in comparison, but if i can pick between lets say no 2 provs, 1 has lets say 30 dev and another has 40 dev with expand infrastructure, then the increased province has such a high governing cost compared to the other, that the increases in income or mp dont even make up for it in any way. But you will say the province can build more buildings and manufacturies, but the issue is again, there is only so many useful buildings for you. And i know there are some rare situations where u can use it well, but that is definitely not enough.

Now what would i like to change:
The numbers of the feature need to be tweaked, more building options need to be added and maybe even further other changes could be done in general like for example increasing governing costs the farther u grow and so at some point it is better to expand infrastructure than to expand further, afterall a nation can only map paint this much before having issues of control, but this is not the main reason for this suggestion.
