KNOWN BUG: Kigali province is nto next to any of it's neighbours

West of Lake Victoria in Africa there is a province named Kigali….at least you think its there. When you try to enter this magic realm the distance indicator shows that it lies over 9000 km away, in the pacific.... ETA: 6 years later.

I wonder if this has something to do with the bizarre Italian convoys going by Los Angeles all the time. Maybe one of these missing provinces is in, or next to, the LA sea zone? Italy owns africa in the game Im playing, they must be convoying to or from it...
