I think this is a bug.
I got the quest for the tools, went to Cassandra, spoke to her, heard her story. Decided to talk to other people of South Haven first and just left without telling her whether or not I am taking the tools.
Then, I have decided the tools are hers, and I'd like to leave them in her possession. However, no such option appears in the dialogue with her, neither an option to tell Jaspos about that decision. So the only progression I'm left with in this quest is to steal them.
