Items on construction list need a pause button

So you start a construction but before it ends, prices make it unfeasible. However you don't want to waste progress since it'll eventually be profitable. So a pause button is required on construction list. Constantly sending the same building to the end of the list is incredibly boring.

How would this be materially different to pausing the queue?

It's a lot different, say for the sake of example that you reached a good balance for you tool industry, however you are a couple of weeks away from finishing one; what you would do right now is send the industry to the bottom of the list and then hopefully remember to do it again once it inevitabely goes higher up.

If you were to pause the whole queue you would not build any building, if you had the option of pausing the tooling industry you could continue building other things whitout accidentally building it.
