Issue: FPS drops and stutter

Contacted customer support and was told to post my issue here.

Whenever I play the game, i experience constant FPS drops and very stuttering gameplay shortly after beginning the game. Its all good in the hood during race creation and in the menu. Have already tried reinstalling the game
