Divisions rarely were complitely destroyed in WW2, they would retreat before. It would be nice addition to choose intensity of fight. Example with high intensity, troops would fight furiously to the end, using more supplies (ammo), take more loses but also attack rate is higher. With low intensity they would try to minimize loses and battles takes longer. If this is too complicated to make, intensity could only mean when they retreat. With low intensity they retreat sooner example when 75% strenght and with high intensity when 25% strenght.

What is most important that divisions should retreat automatically. In HoI is was too easy to destroy whole division. Only surrounded divisions and in some rare cases whole division can be destroyed. And then reinforcing divisions would be harder too.
 
You are only partially right. The difference between a destroyed division and a division reduced to merely several battallions is really small, and there were lots of examples of such divisions throughout the war. In some cases such divisions could be resupplied and refitted, but usually it took several months. So the difference between building a new division and refitting the destroyed one is small too.
