Infrastructure upgrade dosent increase ressources

I did a couple of upgrades on infrastructure - e.g. in Baku playing as USSR (oil = 150) - if I remember correct, raised the level from 39 to around 60

The Oil production was still 150, but according to the manual it should raise with infrastructure level.

I am looking into this. It may take a little while to find out if the mistake is in the manual or something was forgotton.

Would the reduction of the IC in a province by 1/2 for a year ever be worth it to just make troop movement speed a little faster through the province? What I am saying is, it seems to me that resource output not increasing has to be a bug or improving infrastructure is out of whack. Then again, improving industry seems out of whack right now also. The same one year IC penalty for a 1 IC gain.
