Improved colorscales.csv

I actually made this mod a really long time ago and posted it in some obscure thread I can't find, so I'm gonna repost it here for posterity's sake. If you have any comments you can leave them here and whatnot.

Also, in order to make the new colors look more orderly on the map, the file includes a modified country.csv which is meant for VIP use but generally speaking works well in vanilla aswell.
