Description​

I had claims on Ajams, which later formed Persia. My claims still exist but I can't declare war on Persia

Playing with Ormuz, having claims on Ajams and waiting them to form Persia

Here it is. Apparently it's even weirder: it's impossible to declare war on Persia when the Ottomans are already in conflict with it.
