Right now, if the emperor or a member of the empire has a subject like Denmark or Burgundy that has imperial lands but isn't a member of the empire itself, the mission is considered incomplete. This comes up a lot for an Austria player that takes Burgundy as a PU and they're basically stuck until they can integrate Burgundy.
This just seems weird. It seems like the mission should be considered complete at least if the country that owns the lands is a loyal subject of the emperor and maybe if they're a subject of any member nation.
I think that there are some other HRE nations that have similar missions in their tree if they become emperor, I want to say at least Bohemia has it, and probably more. If the mission is changed for Austria the others seem like it would make sense for them to be changed too.
