I'd like to customize how many gangs are in each neighborhood

With 10 gangs in 10 neighborhoods, I find that my neighborhood seems to have 4 or 5 major opponent gangs in it from the start, besides my own. It is too crowded and busy, almost chaotic. I'd like to be able to specify how many gangs are allowed per neighborhood from the start. I realize this may have been playtested to death already but having the option would be nice. Two or three opponents in the first neighborhood would be more to my liking, and perhaps it would require that some neighborhoods have fewer, but they could be fleshed out with minor gangs.

I am curious what the system is. I decided to make my second play thru a challenge so I uped the level and did 13 bosses in 3 neighborhoods. 9 of us where in 1. Found my challenge DOH.

Yes. If I only want four mob bosses in ten neighbourhoods, then I should be able to.
