Please explain your issue is in as much detail as possible.
Formed Parthia from Dahae. Capital moved to Nisaia from Hazar. However, capital icon is not over any settlement now, only when I click on Nisaia. However, there is no tooltip when hovering the icon on the settlement screen. The old capital of Dahaea province, Sild, is still the province capital, it did not move to Nisaia. I'll include game saves from before and after forming Parthia. I'll also include screenshots.
