Please explain your issue is in as much detail as possible.
It is not possible to acquire the Ktistes Achievement playing with Kios I tried through the event that annexes the Pontus tribe and through the middle of the decision and both did not grant the conquest.

I have found a workaround - when the game loads press escape and reload the save - then there should be no padlock .
