Description of problem
Culture for game start is the same as the last saved game I have, so Roman culture is wide spread at game start.

What game version are you running?
1.5.3

What platform are you playing on?
Steam

Please select any/all DLC you have enabled.
Hellenistic world flavor pack, Epirus flavor pack, Magna Graecia Content Pack, Epirus Content Pack

Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
When I start a new game the culture and population numbers are the same as my last saved game.

Steps to reproduce the issue.
Just started a new game and my roman population was like 350. And roman culture spread all the way to the Atlantic.

Here is the culture distrabution at the start screen.
 
You could try deleting the Imperator folder under Documents/Paradox. This solves the caching issue with mixed up leaders and what you experience could be a similar one. Just be sure to backup anything you perhaps want to keep from that folder (e.g. savegames) before doing so.
